CBF Sets Phased Foreign Player Limits for Brazil’s Serie A and B
Brazil’s Serie A and Serie B clubs will face tighter foreign-player limits after the CBF approved a staged overhaul of squad rules, cutting the matchday allowance from nine non-Brazilian players to eight in 2027 and five in 2030.
The reform affects every top-two-tier club and gives recruitment departments time to reshape their squads before the first reduction takes effect. The rules are intended to reverse the sharp rise in overseas signings and return the competition closer to the framework used in 2022.
Under-23 places become mandatory
Clubs will also have to dedicate half of their 50-player registered squads to under-23 footballers by 2030. That means at least 25 registration places must be held for young players, increasing pressure on teams to invest in academy pathways rather than relying on established imports.
The proposal was approved with broad support from the 40 professional clubs and state federations involved in the vote, with only two votes cast against it.
CBF executive director Helder Melillo said the changes would not eliminate foreign talent from Brazilian football, stressing that clubs would retain scope to use a sizeable overseas contingent.
Why the limits are changing
Confederation figures showed the number of foreign players rising from 95 in 2022 to 162 in 2025. The study also found that Serie A’s average player age had reached 28.5, above the level in Europe’s leading leagues.
Officials believe reduced opportunities for emerging Brazilian players could damage clubs whose business models depend heavily on developing and selling homegrown talent.

- Clubs can continue operating under the nine-player matchday limit until 2027.
- From 2027, the maximum number of foreign players in a matchday squad falls to eight.
